An autonomous college is a higher education institution granted a special status by the University Grants Commission (UGC) and its affiliated university. This status confers greater autonomy in managing finances, administration, and academic development. The primary objective is to empower institutions to achieve excellence through:

    • Flexibility: Autonomous colleges have the freedom to adapt their curriculum, pedagogy, and evaluation methods to better suit industry needs and contemporary advancements.
    • Self-governance: The college administration has greater decision-making authority regarding academic standards, resource allocation, and operational practices. This fosters a more responsive and accountable management style.
    • Continuous Improvement: The autonomous structure allows colleges to be more innovative and experiment with new educational approaches to enhance the overall student learning experience.

In essence, autonomous colleges function with a degree of self-governance, enabling them to make effective decisions that drive academic excellence and institutional growth.

The University Grants Commission (UGC) holds the primary authority to confer autonomous status on colleges in India. This power is derived from Section 26 of the UGC Act, 1956. Following the UGC's approval, the responsibility falls to the college's affiliating university to officially grant the autonomous status through a formal notification. The involvement of both the UGC and the affiliating university underscores the importance placed on maintaining academic standards within autonomous colleges. The UGC plays a crucial role in ensuring these standards are met, while the affiliating university acts as a bridge between the college and the national regulatory framework.

College autonomy empowers institutions to design their academic offerings and pursue excellence in a way that directly benefits students. This translates into several key advantages:

    • Curriculum tailored to industry needs: Autonomous colleges can develop curricula that are current and aligned with the latest industry standards. This ensures students acquire the skills and knowledge most sought after by employers, giving them a competitive edge in the job market.
    • Enhanced learning experience: Autonomy allows colleges to explore innovative teaching methodologies that best suit their specific programs and student body. This flexibility can lead to a more engaging and effective learning experience.
    • Focus on quality and excellence: Autonomous colleges have greater control over their academic standards and assessment processes. This fosters a culture of continuous improvement, driving the institution towards achieving higher academic excellence.

The importance of college autonomy is further underscored by the University Grants Commission (UGC) (Conferment of Autonomous Status Upon Colleges and Measures for Maintenance of Standards in Autonomous Colleges) Regulations, 2023. These regulations recognize that college autonomy plays a critical role in "promoting broad-based quality education and excellence" within the national higher education landscape.

    Leadership Messages

    what people say about us

Well Dolphin PG Institute of Bio Medical & Natural Sciences is the best college in Dehradun (UK) for Life Sciences courses. The factors like beauty of this college which gives a positive feel to learn here due to nature, good placements, dedicated faculties, good infrastructure, well designed & well equipped laboratories, well built library, excellent cultural events, sports, and technical activities, exposure to the real and corporate world are what make it the best college. And that's the reason I opted for this for my Masters in Biotechnology. The course curriculum is one of the best part and completely updated. Yes, there is enough laboratory exposure provided throughout the curriculum. The faculties are well qualified having done Ph.D. from renowned universities and have good teaching experience. Ample job opportunities are made available to the students. Several companies visit the campus every year for placement. The placement process is very well organized and the information is communicated quickly to the students through online portals. The alumni network of Dolphin PG Institute is one of the strongest.

Mohit Gautam, (M. Sc. Biotechnology, Batch 2008-2010)
Head, Quality Assurance, Magma Industries Ltd.

The start to a professional journey begins with a place conducive for learning and upgrading skills required to sustain in competitive world of today. For me, the search ended at Dolphin back in the days of letterboxes and not-so-smart phones of 2002. As a proud Alumnus of its 1st batch, I was given the freedom to experiment and learn from experiential learning that the College provided. It’s a matter of immense joy and pride to share that the College, faculties, administrative and the management takes every possible measure to ensure a conducive learning environment for all its students. This is where I identified myself as musician, an orator and a lifelong learner.
A place where we all become graduates in the curriculum of life and become a part of fraternity full of confidence, zeal and inquisitiveness.

    Thank you Dolphin!!!

“DIBNS is securely located amidst serene natural Sal forest away from urbanites, providing an enabling atmosphere to study environmental studies apart from many other courses offered by the Institute. The Department of Forestry are manned by highly qualified, motivated, selfless lecturers, who are always down-to-earth and treats every individual student as equally as others in pursuit of achieving the Centre of Excellence in forestry education. The curriculum includes hands-on learning through field excursions to various places apart from theory classes. Many Bhutanese students graduated from DIBNS have received good placement to serve in the forestry services as well as in other organizations and have been extremely doing well. Therefore, if you are making up your mind to study Forestry, I would recommend DIBNS, Dehradun. I did not regret choosing DIBNS to study Forestry Course and I am pleased to be alumnus of DIBNS, Dehradun”.

Senior Forestry Officer under the Department of Forest and Park Services, Ministry of Agriculture and Forest, Thimphu, Bhutan.

As it is rightly said, the journey of a thousand miles begins with small steps and with this notion full of new dreams and hopes, I moved from Kolkata to the City of Love, Dehradun for my Masters in Biotechnology from Dolphin PG Institute of Biomedical and Natural Sciences in the year 2012. It was all together a new dawn for me to get my eyes used to seeing serene environment of the campus instead of the hustle and bustle of the metro life what I was used to. As the days passed, I was overwhelmed by the increase in grey matter because of the academic pursuits which I received from the fabulous teachers who taught me. It was indeed their plethora of concepts of the topics they dealt with and their style of imparting knowledge that I fell in love with the subjects all the more. It was also a refreshing touch when we were encouraged to participate in sports and other cocurricular activities which instilled new confidence in us. Two years which I spent in the college made me feel like home because of constant support and care both on and off campus from the wonderful teachers and other staffs. I need to have a special mention of temple of books i.e. the magnificent library, that the college harbors which always quenched my thirst of knowing more on whatever topic I thought of. Today I can proudly say, Dolphin is a gem that Dehradun has in terms of the educational institute and I shall cherish its wonderful memories all my life.

SAHIL SHARMA (M.Sc. Zoology, Batch: 2011-13)
Faculty at Aakash Byju’s JEE- NEET

I have learnt lot of things while I was a student at Dolphin (PG) Institute of Biomedical & Natural Sciences, Dehradun. My interest especially in Taxonomy was aroused during the course of study. I would like to give credit to the faculty members of Dept. of Zoology who intrigued me into this subject. Might be they can see that ability in students that students don’t know in themselves. Dolphin institute has very amiable environment, but disciplined. Staff is also very supportive. It was a great experience of me being a part of that. If I could get a fortuity I would join again.

Jyoti Falswal (M. Sc. Zoology, Batch 2015-2017)
Pursuing Ph.D. in Entomology from Delhi University

I completed my Master’s in Biotechnology from Dolphin PG Institute of Biomedical and Natural Sciences, Dehradun. Choosing this institute was one of my best decisions. I gained extensive theoretical and practical knowledge, supported by excellent library facilities and well-equipped labs. The professors provided constant support and guidance. Even during the pandemic, we had daily online classes and tests to ensure we stayed on track. The institute also hosts various events and competitions, encouraging students to showcase their talents. Dolphin Institute has significantly contributed to my academic and personal growth, for which I am very grateful. I have been awarded the Gold Medal by H.N.B. Garhwal Central University, Uttarakhand, in recognition of attaining the highest marks in the M.Sc. Biotechnology university examinations in 2021.   I have recently completed M.S. from the University of Greenwich, U.K. in 2024.

Manami Chakravorty (M.Sc. Biotechnology,  Batch 2019-2021)

While I was studying at DIBNS, I had the privilege of learning from highly qualified and experienced faculty who not only imparted knowledge but also inspired me to always do my best. Organizing guest lectures, workshops, conferences and botanical field excursions during my master’s years significantly enhanced my knowledge and skills. Beyond academics, DIBNS provided me with countless opportunities to learn and grow. Participation in sports and cultural activities has encouraged me to explore my potential. Also, the supportive and inclusive environment helped me to develop adaptability, resilience and a commitment to lifelong learning. I am deeply proud to be an alumnus of this institution.
